Elect Player The elected player gains this card and must give each other player who voted for them 1 promissory note from their hand, starting with the player who cast the most votes and proceeding to the player who cast the least, if able. At the end of the strategy phase, the owner of this card may spend 1 command token from their strategy pool and up to 8 influence to swap 1 of their strategy cards with a strategy card that has an initiative value equal to or lower than the influence spent.

  • If either strategy card had trade goods on it at the start of the strategy phase, those trade goods remain with the player that originally chose the strategy card.
  • In a three– or four-player game, the owner of Imperial Arbiter chooses which strategy cards are swapped.

Manipulate Investments+Political Stability

  • If Manipulate Investments has placed trade goods on a strategy card held by the player who played Political Stability, and another player takes that card, the player taking it does not gain those trade goods; they remain on the strategy card.
    • A player can take it with cards such as Imperial Arbiter or Quantum Datahub Node.

Public Disgrace

  • Public Disgrace cannot be played when Imperial Arbiter or Quantum Datahub Node is played.
